Clairmont Street and Sullivan Avenue Road Reconstruction, Watermain and Sewer Replacement

The Clairmont Street and Sullivan Avenue Reconstruction Project involves the replacement of aging underground infrastructure and the reconstruction of the roadway within the downtown area of the City of Thorold. The existing watermain, sanitary sewer, and road infrastructure have reached the end of their useful service lives and have been identified as high-risk assets due to their age, material type, and overall condition.

Clairmont Street is located within Thorold's downtown core and extends from Front Street to Ormond Street. The project includes the replacement of the existing cast iron watermain with a new PVC watermain, replacement of the existing sanitary sewer with a new PVC sanitary sewer, and full road reconstruction. The roadway improvements will incorporate the Downtown Streetscape Master Plan, including enhanced pedestrian amenities, upgraded boulevard treatments, improved drainage, and roadway improvements intended to support the long-term revitalization of the downtown area.

Sullivan Avenue extends from Pine Street to Front Street. The project includes the replacement and upsizing of the existing watermain infrastructure to improve system reliability, water quality, and fire protection. The roadway will also undergo full reconstruction in accordance with the Downtown Streetscape Master Plan. Improvements include new curb and gutter, boulevard enhancements, upgraded pedestrian facilities, improved drainage infrastructure, and a reconstructed road structure designed to meet current municipal standards.

Upon completion, the project will improve the reliability and performance of critical municipal infrastructure, enhance public safety and accessibility, reduce future maintenance requirements, and contribute to the continued revitalization of downtown Thorold.
