The City of Thorold has a population of roughly 22,000 people over an area of 21,000 acres. Approximately 13,000 people within the city are supplied water and wastewater services by the municipality.

With the ongoing development within the City of Thorold, it is predicted that the increased surface water resulting from high-intensity rainfalls will further result in an increased flow within the city. The City proposes to complete a Stormwater Management Master Plan to manage future growth and inventory existing stormwater infrastructures and contributing drainage areas to identify stormwater management gaps. This will establish a base model for the effective management of stormwater infrastructures within the city. Throughout this study, the City will review its current standards, policies, and by-laws and assess the stormwater infrastructure function, and develop short and long-term improvement plans.
Lake Gibson is located in the Niagara Peninsula in Thorold, Ontario. Lake Gibson is the reservoir for the OPG DeCew Generating Stations and is unique in the fact that portions of the lake bed are entirely owned by OPG. The City of Thorold’s Stormwater Management Master Plan study will focus to give special attention to identify criteria to discharge stormwater into the OPG-owned Lake Gibson Reservoir.
The contract for the Stormwater Management Master Plan has been awarded to GM BluePlan Engineering Limited. The City of Thorold is proceeding with the study in which OPG will remain actively interested. GM BluePlan collaboratively, with the City, OPG and other stakeholders will complete the Stormwater Management Study.
