Thorold City Council has approved the construction of an artificial turf field on City-owned property at Barker Parkway/Hwy 58, near the North entrance to the Rolling Meadows Subdivision. The Project is expected to commence this year (2025) and take approximately 12-15 months to complete. This project was approved based on the following criteria:

  • Land Size: The selected location must offer ample space for the field, boundaries, and essential infrastructure, adhering to regulatory size requirements and user experience standards.
  • Land Ownership: Preferably, the properties should be city-owned, facilitating long-term planning and development efficiency.
  • Accessibility: The site must be easily accessible via major roads and in proximity to communities, avoiding isolated locations.
  • Parking: Adequate parking for approximately 60 cars is necessary to cater to the expected number of users, particularly during peak times and events.
  • Environmental Impact: The chosen site should not present environmental concerns or be subject to restrictions by agencies such as the Niagara Peninsula Conservation Authority.
  • Impact on Existing Infrastructure: The development complements and does not displace existing recreational structures, such as playgrounds or splash pads, thus capitalizing on current municipal investments.
  • Community Impact: Potential disturbances to the local community, including issues related to lighting and noise.
  • Future Expansion: The area should allow room for future developments and enhancements in response to the community’s evolving requirements.
  • Topography and Drainage: Appropriate land contouring and drainage capabilities are critical to effectively managing surface drainage and safeguarding the turf's condition.
  • Service and Utility Connection Availability: Access to essential services and utilities is vital for operational efficiency and economic viability.
