Project Overview: Rolling Meadows Turf Field

Staff evaluated nine potential sites using a set of criteria that included land size, ownership, accessibility, parking, environmental impact, infrastructure compatibility, community impact, future expansion potential, topography, and utility access. These criteria were presented to the Parks, Trails, and Recreation Advisory Committee on May 6, 2024.
Following this process, the site near Barker Parkway and Highway 58—at the south entrance to the Rolling Meadows Subdivision—was approved as the preferred location. This area offers optimal accessibility, space for future expansion, and aligns with Council’s strategic priorities for responsible growth and vibrant neighbourhoods. The City is also exploring partnerships with user groups and local school boards to enhance youth programming and facility use.
The recommendation supports Council’s strategic goals, including responsible infrastructure planning, economic growth, and inclusive community development. Council approval is now sought to proceed with detailed design, public engagement, and budget planning for the Rolling Meadows site, while continuing to explore partnership opportunities with local school boards.
Design Workshops Summary
To ensure the Rolling Meadows Turf Field reflects community needs and priorities, the City of Thorold, in partnership with Urban & Environmental Management Inc. (UEM), hosted two design workshops in 2025. These sessions brought together City staff, consultants, and local sports and community stakeholders to collaboratively shape the vision for the new facility.
The first workshop, held on May 16, 2025, introduced preliminary design concepts and gathered feedback on essential features. Participants emphasized the importance of creating a premier soccer venue with multi-sport flexibility, capable of supporting football, rugby, and other field sports. Key priorities included change rooms, public washrooms, sports field lighting, permanent seating, and a walking trail around the site. Two initial concepts were presented, both focusing on maximizing green space while ensuring accessibility, safety, and functionality. Stakeholders also discussed access routes, parking needs, and the importance of balancing active recreation with passive park space.
The second workshop with the “User’s Group”, held on July 2, 2025, built on earlier feedback and presented three refined design concepts. Concept 3 was identified as the preferred layout due to its north-south field orientation, efficient grading, and strategic placement of the amenity building away from nearby residences. Participants recommended separating team and spectator seating, incorporating an announcer’s booth, and providing designated food truck areas instead of permanent concessions. Additional input included the need for security fencing, low-impact lighting, passive fitness features, and ample parking to support tournaments and significant events.

These include: - Parking for everyone – About 100 spaces, including accessible stalls, with safe walkways leading right to the field.
