What is a Subwatershed Study?
A subwatershed study examines how land, water and natural systems interact within a defined drainage area.
It helps the City understand existing environmental conditions, identify areas that may require protection or further study, and determine how the potential effects of future development can be managed.
What is a Master Environmental Servicing Plan?
A Master Environmental Servicing Plan, or MESP, brings environmental and infrastructure planning together.
It identifies how stormwater, water and wastewater servicing could be provided while protecting natural features, water resources and the broader environmental system.
What is a Secondary Plan?
A secondary plan is part of the City’s Official Plan and provides more detailed policies for a specific area.
The Port Robinson West Secondary Plan guides matters such as land use, transportation, servicing, environmental protection and the overall pattern of development within Port Robinson West.
Is development being approved through this study?
No. The study will establish an environmental, servicing and planning framework for the area. It does not approve individual development applications.
Any future development proposal will still need to proceed through the applicable Planning Act approval processes and meet City, Regional and other agency requirements.
Will this study change my property’s zoning?
The study itself will not directly change the zoning of individual properties.
It may recommend updates to the Port Robinson West Secondary Plan. Any future Official Plan or zoning changes would have to follow the applicable public process and receive the required approvals.
Why are field investigations needed?
Field investigations help the project team confirm current environmental conditions and better understand natural features within the study area.
This information is needed because environmental conditions and technical requirements may have changed since the original 1999 study was completed.
Will the project team enter private property?
Field investigations may be needed on some privately owned lands. Where access is required, the project team will contact the affected landowner and request permission before entering the property.
How does this relate to the earlier Port Robinson West studies?
The original Port Robinson Subwatershed Study was completed in 1999 and covered the broader Port Robinson West area. An update was completed for Phase 1 in 2014.
This project will update the environmental, servicing and planning work for the Phase 2 lands.
