Port Robinson West Phase 2 Subwatershed Study and Secondary Plan Update

About the Project

The City of Thorold is planning for the future of the Port Robinson West Phase 2 lands.

The City has retained a consulting team (Aquafor Beech Ltd.) to complete an integrated planning and environmental study that will:

1. Update the environmental information from the 1999 Port Robinson Subwatershed Study;
2. Develop a stormwater management strategy;
3. Prepare a Master Environmental Servicing Plan;
4. Identify an approach to municipal servicing; and
5. Recommend updates to the Port Robinson West Secondary Plan.

Together, this work will establish an environmental, servicing and planning framework to guide the orderly and environmentally responsible development of the Phase 2 lands.

Why Is the Study Needed?

The Port Robinson West area is divided into Phase 1 and Phase 2.

The original Port Robinson Subwatershed Study was completed in 1999 and addressed the entire area. The study was updated for Phase 1 in 2014. The City is now updating the work for Phase 2 using current environmental information, planning policies and servicing requirements.

The study will help the City understand the environmental and servicing conditions within the Phase 2 lands and determine how future development can be planned appropriately.

What Exactly Are We Studying?

• Natural Environment – Existing natural features, ecological conditions and environmental constraints within and around the study area.
• Water Resources – How water moves through the area, including drainage, surface water, groundwater and connections between natural systems.
• Stormwater Management – How runoff from future development can be managed to protect people, property, water quality and the natural environment.
• Municipal Servicing – A preliminary approach to providing water and wastewater services to support future development.
• Master Environmental Servicing Plan – The preferred infrastructure corridors, stormwater facilities and servicing requirements for the area.
• Secondary Plan Update – Recommended changes to the Port Robinson West Secondary Plan to reflect the findings of the environmental and servicing work and guide future development.

What Will the Study Produce?

The completed study will provide:

• Updated information about environmental and servicing conditions;
• A comprehensive stormwater management strategy;
• A Master Environmental Servicing Plan;
• An approach to mitigating potential environmental impacts;
• Recommended infrastructure corridors and servicing requirements; and
• Recommended updates to the Port Robinson West Secondary Plan.

These components will work together as an integrated framework for future planning and development within the Phase 2 lands.
