Growth in the Rolling Meadows subdivision and frequent use of the playground by residents have created a need for additional parking. Increased park use has resulted in high traffic volumes and insufficient parking for visitors. The new parking lot will alleviate on-street parking, support community use, and address parking concerns along Sunset Way.

The parking lot is designed to provide access from Barker Parkway to the proposed turf field (west of Barker Parkway) through the median and connect to Sunset Way to the south. The laneway will also offer direct access to the parking lot, Sunset Way, and the Canada

The parking lot is designed to provide access from Barker Parkway to the proposed turf field (west of Barker Parkway) through the median and connect to Sunset Way to the south. The laneway will also offer direct access to the parking lot, Sunset Way, and the Canada Post Mailbox, as well as a future connection to the existing playground to the west via concrete sidewalks.

Background:

The public is hereby notified that the City of Thorold is undertaking the construction of the Gil Gordon Parking Lot Project in the Rolling Meadows subdivision between Barker Parkway and Sunset Way in the City of Thorold.

Starting in the second week of November 2025, Alfred Beam Excavating Ltd. (the City’s retained Contractor) will begin construction of the proposed parking lot on the subject location (See below). As part of this project, a pre-construction survey will be conducted at the homes of residents who have voluntarily requested that their building be assessed before construction begins (affected residents will be contacted directly). The pre-construction survey can be booked through OZA Inspections Ltd. and/or via the letter circulated with additional information.

Scope of Work:

The scope of work includes traffic staging and control, site mobilization, solar lighting, berm construction, removal of existing curb and roadway material, and installation of new sidewalks, curbs at parking lot access points, and construction of the six (60) Parking Spaces Parking Lot at the subject site. The scope of work also includes concrete work, storm sewer installation with maintenance holes and catch basins, and the placement of top (surface) and base course asphalt.

To complete the new parking lot project, trees within the project limits may need to be removed and/or spaded; these trees will be removed and relocated to new proposed locations to support the new parking lot's landscaping.
