The City of Thorold is advancing important underground infrastructure upgrades on Bolton Avenue and Crompton Boulevard. These streets contain aging water, sanitary, and storm systems that have reached the end of their service life and require replacement.

Bolton Avenue – New Sanitary Sewer & Sewer Connections: A new municipal sanitary sewer will be installed within the roadway to replace aging rear‑yard clay sewer systems. Rear‑yard pipes will remain in service until they fail but will not be replaced. New front‑yard sewer laterals will be installed from the new main to each property line.

Crompton Boulevard – New Sanitary Sewer, Watermain Replacement & Sewer Connections - The existing watermain will be replaced, and properties on the east portion of Crompton will connect to the new Bolton Avenue sanitary sewer, while properties nearer Richmond Street remain on the existing sanitary system.

Why This Work Is Needed
Rear‑yard sanitary systems are old, difficult to maintain, and prone to failure. Street‑located sanitary sewers provide better access, lower long‑term maintenance costs, and more reliable service. This project ensures all homes have a maintainable sanitary service connection.

What This Means for Residents
As part of the project, residents must confirm their participation. The city is asking residents to review the sketch mailed to them and consider signing the Permission to Enter (PTE) form. This allows the City’s contractor to confirm and, where feasible, complete the private‑side lateral connection during construction.

What Is Changing on Each Street
