The City conducts annual surface treatment on urban roads to ensure they meet minimum road maintenance standards and support public safety, accessible pedestrian travel, and efficient vehicular movement.
Following Council’s budget approval, the City issued a Request for Tender (RFT) for the 2026 Urban Roads Resurfacing Program. This year’s program includes resurfacing work on West Street South, from Sullivan Avenue to Albert Street West, as identified in the accompanying project location map.
The project scope includes milling the existing asphalt to a depth of 40 mm (1.5 inches), applying a tack coat, placing hot-mix asphalt, and meeting all compaction requirements. The project also includes the removal and replacement of existing sidewalks, curbs, gutters, and road line markings. Portions of the affected concrete and asphalt driveway aprons will also be removed and replaced.
Additional work will occur at various City facilities, including the Thorold Arena parking lot, where asphalt milling, tack coat application, and hot-mix asphalt placement will be performed.
Repairs will also be made to portions of pedestrian walkways at South Confederation Park and along the Welland Canal trails. These repairs include soft-spot removals, asphalt removal, and the placement of hot-mix asphalt with compaction.
This year’s program also includes new traffic calming measures on Kottmeier Road and Port Robinson Road.
All work shall be performed in accordance with the most recent Niagara Peninsula Contract Standard Document (NPCSD), OPSS.MUNI 304, and all applicable Federal, Provincial, Regional, and City of Thorold standards, specifications, and procedures.
The contractor will be responsible for completing all project-related requirements, including, but not limited to, the full scope of work described above.
Analysis
Staff identified and prioritized several locations within the urban road and pedestrian network as the highest-priority candidates for the 2026 Urban Roads Resurfacing Program. These locations were selected based on pavement condition assessments, safety requirements, pedestrian accessibility needs, and coordination with other capital works occurring in the urban area.

Improvements to sidewalks, curbs, and gutters enhance pedestrian accessibility and overall public safety, while new traffic calming features on Kottmeier Road and Port Robinson Road help manage vehicle speeds and improve safety for nearby residents and trail users. The program also integrates multiple facility improvements, including the rehabilitation of the arena parking lot, resurfacing of park walkways, and maintenance along trail networks, allowing these works to be coordinated within a single tender for greater cost efficiency and minimized disruption—while also adhering to OPSS.MUNI and NPCSD standards ensure consistent construction methods, quality assurance, and long‑lasting infrastructure performance.
