Project Overview

Pamela Drive is an existing municipal roadway within the City of Thorold. The City’s Engineering Department has completed the detailed design and tendering phase for the Pamela Drive Watermain Replacement Project, which extends from Sullivan Avenue and Lawrence Drive, as shown in the Contract Drawings (Appendix A). The city plans to install a new 150 mm diameter PVC watermain connecting to the existing watermains at Sullivan Avenue and Lawrence Drive. The primary goal of this project is to provide new water infrastructure along Pamela Drive, ensuring an uninterrupted water supply for Thorold residents, improve watermain efficiency

Project Overview

The City’s Engineering Department has completed the detailed design and tendering phase for the Pamela Drive Watermain Replacement Project, which extends from Sullivan Avenue and Lawrence Drive, as shown in the Contract Drawings (Appendix A). The city plans to install a new 150 mm diameter PVC watermain connecting to the existing watermains at Sullivan Avenue and Lawrence Drive. The primary goal of this project is to provide new water infrastructure along Pamela Drive, ensuring an uninterrupted water supply for Thorold residents, improve watermain efficiency, reduce watermain breaks and adequately servicing the surrounding areas.

Scope Overview

The project involves replacing approximately 280 meters of existing 150 mm diameter cast iron watermain with a new PVC watermain. This includes all associated appurtenances (water values, main stops, curb stops, service reconnections, trench restoration, and surface restoration.

All work will be completed in accordance with the approved engineering drawings and specifications, the latest edition of the Niagara Peninsula Contract Standard Documents (NPCSD), OPSS.MUNI specifications, Ontario Provincial Standard Drawings (OPSD), and all relevant federal, provincial, regional, and City of Thorold standards and regulations.

Project Location

The project will take place on Pamela Drive between:

  • Sullivan Avenue
  • Lawrence Drive

Project Impacts

During the construction of the Pamela Drive Watermain Replacement Project, residents may experience the following:

  • Temporary traffic disruptions and construction activities
  • Inconvenience due to road disruptions
  • Intermittent driveway closures, with advance notice provided
  • Temporary water service interruptions necessary for connecting the new watermain and water services within the project limits

A minimum of 48 hours' notice before planned water shutdowns, except in emergencies. Residents are kindly asked to exercise patience while the city’s contractor undertakes this work.

All removed items during the construction will be restored to their pre-existing condition. Additionally, the contractor’s subcontractor will conduct a pre-construction survey to assess and document the current conditions of neighboring properties before the work commences. Residents are encouraged to take advantage of this opportunity, as it provides the basis for submission of claims should there be any impacts resulting from the watermain construction project.

Demar Construction Inc. has been contracted by the City of Thorold to carry out the work.

The City’s Engineering Consultant

Upper Canada Consultant (UCC) has been hired by the City of Thorold to provide contract administration and inspection services for the Pamela Drive Watermain Replacement Project.
