The City of Thorold owns and maintains the existing sound barrier situated between Highway 406 and the rear lot line of properties on Tuliptree Road. The sound barrier is used to properly insulate noise being dispersed by traffic from the Highway and is quickly approaching the end of its useful life.

The City intends to fully replace the deteriorating sound barrier in its entirety. This will be completed through a series of phases and the initial phase primarily completed in the fall of 2022. The construction of the new sound barrier will be carried out to ensure that affected home owners endure a one-time construction on the sound barrier adjacent to their property.

City staff identified some concerns in regards to residents encroaching on City property. In order for construction of the sound barrier to be carried out, City staff are looking to get these concerns addressed to the home owners. The City of Thorold is in the process of finalizing an encroachment agreement and residents who wish to use the City owned lands can enter into an agreement with the City of Thorold (see example Encroachment Agreement). The cost associated with entering into the agreement is a one-time cost of $100. Residents who do not wish to enter into an encroachment agreement with the City of Thorold must remove all physical structures, pools, gardens, concrete pads, etc. if they are indeed encroaching on City owned lands.

Phase 2 of the sound barrier replacement project is scheduled to be completed in August of 2023 (tentatively).

Construction will be carried out on the sound barrier adjacent to the following properties:
